Lahore Underworld Don Mazhar Tibbi
The Beginning
Mazhar Tibbi was one of the other gangsters in Lahore who were called the top 10. Among the top 10, there was a man of a different kind, he was not a criminal in the sense of a dacoit, thief, hired killer, he was not such a person. He belonged to a big family. His father was a very famous engineer. Muzaffargarh is a very famous district of South Punjab. There is an area in it which has a lot of authority. He belonged to that area. His father was an engineer from there. But he died in his youth. Tibbi had two brothers, One was younger, Shakeel and Azhar was the eldest. All the three brothers were studying in DPS in Lahore. They also had a house in Lahore. The house in Garden Town is in about 4 canals. He grew up in those areas. He had a lot of property in southern Punjab. So in DG Khan, Muzaffargarh, Laiya, and Bhakkar, there were many areas where he had property. It was the source of his ancestral property. The family was big. The second important thing was that he was very handsome. He was a very young man of Lahore. He was of the same playboy style. He was famous both in his school, DPS, and, of course, in his college, the FC College of Lahore, one of the top-notch institutes in the country. If we look beyond his upbringing, it seems that he was not born as a criminal or a gangster; he was born with a golden spoon.
He came to FC College; he was fond of cars; and secondly, he had a lot of girlfriends. He was a unique gangster. His story has passed through three or four different levels. He was a cowboy in the school and college. He was a handsome young man from Lahore. He had good cars. He lived in a good house. He wore very beautiful clothes.
One important thing is that his relations with girls were such that girls used to trap him. He had relations with women from strong families. His relations with girls made him a criminal from an accused. His relations with girls eventually surrounded him in the valley of death.
Tibbi, along with his mates, joined the Black Eagles gang and entered into student politics. This is where his crime journey began. In the process of associating power with himself and getting control of the city, it was this lust of power and authority that Tibbi had that paved his way into the underworld. Mazhar Tibbi himself had wealth, a car, and a good residence, and his family was also big, so those girls used to try to have relations with Mazhar Tibbi, but Mazhar Tibbi, in his lust for power and authority, was driven away into crime.
Journey to Underworld
For the first time, Mazhar Tibbi was named as an accused in the murder case of Mohammad Rafiq Advocate’s sister. He was also a member of Lahore District Bar. He was a lawyer. When his sister was murdered, the allegation was made against him. Tibbi’s name was also included among the accused. The reason was that Mazhar Tibbi was in touch with the lawyer, who was a rival of Rafiq. There was a person named Naeem who was with Mazhar Tibbi. Advocate accused Naeem, Mazhar Tibbi, and others from FC College of his sister’s murder. This was in July 86.
In the murder of advocate’s sister, Mazhar Tibbi, Naeem and some of his three-four companions were caught. After the arrest of those companions, he went to jail. There, in jail, he met different people who were pure criminals. After going to District Jail Lahore for the first time in July 1986, where he met them, from there his criminal life started. He goes there to start his criminal life and spends some time in jail. The people who established relations with him believed that the person who can enter the advocate’s house and murder his sister can be a useful asset. It is not proved that he did the murder, and after a few days of judicial remand, he gets bail.
Police deemed this gang to be very dangerous for them, and they accused them in other cases of murder and dacoity pending in the FIRs. Even at the time in which they were jailed, however, Mazhar escaped and could not be caught again. There was an inspector who was very famous. He raided his house four or five times. They had a complaint that he had come home. They found out that he had left after meeting his mother. The sub-inspector who was heading the party was named Ikram Hameed. He became the patron of this criminal life. Ikram Hameed said that he comes to meet his mother, he loves his mother a lot, if we keep her, then he will probably be produced before the mother, although his elder brother and younger brother were both at home. He takes his mother, and after taking her, he insults her; he keeps her in a torturous environment in the police station, and it went so far that when he took her to the police station township, there he goes to the police station township, and to make his mother uncomfortable, he puts a hot iron rod on her right arm.
She was a woman, an old woman, and an educated lady. After the critique of other staff, the sub inspector let her go. The first thing she does is call her child and say, Son, where have you gone, This is what happened to me; he was in Karachi in those days. He comes back to Lahore from Karachi and finds out who that sub-inspector is, he finds out that his name is Ikram Hameed, in Thana Township.
Mazhar Tibbi’s first revenge call, which he made before joining the life of crime, was which he made to Hamid Akram in Thana Township, and what did he say? That I am the son of IG, I want to meet you, for discussion of some case. He gets lured by them, and Hamid Akram is kidnapped by the gang.
Tibbi comes sitting in a branded car. The man in uniform comes out and parks the bike. He comes forward, they drag him by his collar and put him on the back seat of the car, they kidnap him. After kidnapping him, they take him to three or four different places and after taking him there, they pull his face down while sitting in the car.
They shoot him on his temple, the bullet hits fromone end, it goes out from the other. In the area of Samsani Khui, he was brought to his feet, he was shot, the injured man was bleeding, they hanged the Thanedaar from a tree and set it on fire They could not understand what was the motive behind the fire. The motive behind the fire was that he had burnt his mother in the police station. This was an act of revenge.
This was his first criminal act. From there, he became a gangster. People captured him, A person who goes to this extent of taking revenge for his mother can be used anywhere. He created so much fear that it is said that even Lahore police did not have the new weapons that he used. Mazhar Tibbi ordered rocket launchers from Khyber Pakhtoon Kha, that is, from the border. And when the culture of Klashinkov reached Lahore from Islamabad, he used to carry these rocket launchers in the gang war that was going on in Lahore The police did not have those modern weapons, but they had those SMGs and LMGs.
He had a modern weapon. He used to roam around with it in new cars. One effect was that no one felt the need to stop his car.Rumor was that he had snatched a BMW in Liberty. And this was a lie. The car was not snatched. The daughter of a sitting governor was there and it was a lie, the case was not of snatching, she had given it to him as her friend. The girl had given it to him with consent and it was running under the same number. how is it possible for a person to snatch a car and drive it in Lahore with the same number and go to the cantonment.
People were afraid of him even during his student days; the police were so scared of him that they did not want to face him. Policemen forbade the reporters that if there is anyone who is responsible for the raid on Mazhar Tibbi, then they should not put their name on the news. There was so much fear of this that the reporters were told to do this.
He had strong relations with Governor’s son. He was raised and died for the sake of the landlords. His personality was attractive and girls too wanted to be in touch with him, to use him, his audacity, his bravery and his life, they used him well for their purposes, he used to come and go freely in the governor’s house, instead of stopping his car at the gate, the gates were opened, the protocol he got in jail Perhaps former prime minister Zafar Ali Bhutto Shaheed might not have gotten it.
Mazhar Tibbi was made to visit the entire jail, and he was told to choose the barrack as per his wish. He chose the Bhutto barrack, barrack number three. They provided him a better environment in the jail than his home. He spent his time in jail as a Chaudhary. He was shown a visit to the jail.
Mazhar Tibbi was released from police custody and from jail three times on the basis of recommendation. On the recommendation of the president, but even on the recommendation of the Governor House, big landlords supported his release. They did not do it out of sympathy, they did not spare any effort, they did it for their own benefit. What was the friendship of the son of former Punjab Governor Malik Ghulam Mustafa Khar? They need men to use them politically. Mazhar Tibbi was in jail for seven years, so he operated from jail as well
He had appointed SHOs. On one hand, the police were scared of him, used to run after him and run away from him, and on the other hand, they used to look for recommendations for him based on his political connections. The police also used to give him information that raids were being conducted, such things used to happen.
The End
For 10 to 11 years, Mazhar Tibbi’s life ruled Lahore. He ruled the entire decade from 86 to 97. Mazhar Tibbi was absolutely matchless. No one was born to match him. No one could match him. In that era, a famous boxer came. In that era, Tahir Prince came. In that era, he was also very close to the two. The police killed him in a fake fight.

It is said that half a kilo of bullet shells were found from there. Half a kilo is nothing. You probably don’t know that the amount of cash, gold, ornaments and bullets is not even counted. He left behind many question marks, like why did he get protocol inside the jail, why did big, important personalities support him, why did the judge who went inside to investigate terrorism, why did he make Mazhar sit with him, who gave him a chair and mineral water, and why did the judge say to him that, sir, you can write whatever you want? He was released from jail on the basis of that report. Who did this, who gave him protocol in the Governor House, in the office of the chief, and why was the police so afraid of him? Well, it is said that the people who supported him, those very people, backed out, and then this arrangement was made.
The same system is going on, there is no benefit; the governor still opens the doors of the government for such people; the doors of the government are still open.
There is a blame on the accused and if it is real, then it is the failure of the police that why was he not caught and who kept on catching and releasing Mazhar Tibbi. Tell me, he was arrested three times, went to jail four times and was released. Why was he released? What is the reason? More Mazhar Tibbi will be born. Police is a nursery of crimes. I am saying a very simple sentence. In that nursery, some policemen make the accused a criminal and build his name by training him. Mazhar Tibbi was made Mazhar Tibbi by a few officers of Lahore police.
